OWWA Education for Development Scholarship Program (EDSP) – Overview and Guide
The Education for Development Scholarship Program (EDSP), run by OWWA, provides financial assistance to help ease the educational expenses of dependents of Overseas Filipino Workers (OFWs).
About OWWA EDSP
OWWA, or the Overseas Workers Welfare Administration, operates under the Department of Labor and Employment (DOLE) and has been serving OFWs and their families since 1977. The EDSP specifically offers up to Php60,000 annually to qualified dependents of OWWA members who achieve high scores in the DOST-SEI qualifying exam. This scholarship is intended for students pursuing a bachelor’s degree at an accredited Philippine college or university.
Who Can Apply?
The EDSP is available in two categories:
EDSP 1 – For incoming college freshmen
EDSP 2 – For students already in their second to fifth year of college
Eligibility Requirements OWWA EDSP
Category 1: Incoming First-Year College Students
• Must be the child or sibling of an active OWWA member.
• Single and under 21 years old.
• Currently a Grade 12 student with a minimum General Weighted Average (GWA) of 80%.
• Must have taken the DOST-SEI exam and ranked among the top 1,000 examinees.
Category 2: Current College Students (2nd to 5th Year)
Must be the child or sibling of an active OWWA member.Single and no older than 30.
Should have at least an 85% GWA with no failing grades.
Must be enrolled in a college or university within the Philippines.
Note: Applicants should not be receiving any other scholarships from OWWA or similar institutions.
Required Documents OWWA EDSP
To apply, prepare the following:
• Scholarship Application Form: Obtain from OWWA RWO.
• OFW Membership Record: Secure from OWWA RWO.
• 2 pcs. I.D. Picture with Name Tag: Provided by the applicant.
• Valid I.D. of the OFW and/or Authorized Representative: Government-issued or company-issued I.D.
Proof of Relationship to OFW Member:
✔ Birth Certificate from PSA or LCR: Philippine Statistics Authority or Local Civil Registrar.
✔ OFW Birth Certificate (if the dependent is a sibling): Philippine Statistics Authority or Local Civil Registrar.
✔ OFW Certificate of No Marriage Record (CENOMAR) (if single): Philippine Statistics Authority.
✔ Dependent’s Birth Certificate: Philippine Statistics Authority or Local Civil Registrar.
Dependent’s Academic Records:
✔ Form 137 / Certified True Copy of Form 138 / Transcript of Records (TOR)
✔ For incoming first-year students: 80% GWA without failing grades.
✔ For second to fifth-year students: 85% GWA without failing grades.
✔ Secure from the School Registrar
✔ Notice from RWOs of qualifying the DOST-OWWA Pre-Qualifying Examination for EDSP: Obtain from OWWA RWO.
Other Special Requirements (WAIVED DUE TO PANDEMIC):
✔ Certificate of Good Moral: Obtain from the School Registrar or an authorized school officer/faculty.
✔ Medical Certificate (Physically fit to attend school if the student has a medical condition): Get from any competent medical practitioner from a public or private medical institution/facility.

Step-by-Step Application Process OWWA EDSP:
Step 1: Get Your Documents Ready
• Prepare all the necessary documents as outlined by the OWWA EDSP guidelines.
Step 2: Scan Everything
• Make sure all your documents are scanned clearly and can be easily read.
Step 3: Submit Online
• Send your scanned documents and completed application form to your respective OWWA Regional Office online.
Step 4: Visit the Nearest OWWA Regional Welfare Office
• Go to the OWWA office that serves the OFW’s permanent address. You’ll need to get a queue number or line up for the scholarship application.
Step 5: Submit and Present Documents
• Present the OFW member’s ID and all required documents at the Membership Verification Desk.
Step 6: Receive Your Notice of Award
• Once your application is approved, you’ll receive your Notice of Award along with the schedule for your orientation.
Step 7: Attend the Scholarship Orientation
• Join the scheduled orientation and complete the notarization of your Scholarship Agreement.

• Certificate of Good Moral Character – Typically issued by your school registrar or a faculty member. (Currently waived due to the pandemic.)
• Medical Certificate – Must be issued by a certified medical professional if requested. (Also waived due to the pandemic.)
